Service decision

Clarify private plumbing, curb box, meter, town, and excavation roles

The pipe from a public main toward a building crosses ownership, access, shutoff, and excavation decisions that must be confirmed.

Coordinate the town and private provider without guessing the service material or responsibility.

Set the urgency

1

Keep away from washouts, road hazards, unstable soil, utilities, and flooded electrical areas. Do not operate a curb box or excavate. Record who is present, what area is affected, and whether the condition is changing. A request for prompt help should still describe the observed condition rather than promise that a provider can arrive within a particular time.

Describe the pattern

2

Record pressure change, visible ground or basement water, meter behavior, town notices, affected fixtures, and whether neighbors report a verified condition. Include the first occurrence, frequency, other fixture behavior, water use, temperature, odor, sound, and recent work when relevant. Use these details when you ask a licensed plumber to plan an assessment, but do not treat them as proof of a concealed cause.

Preserve safe evidence

3

Use safe property photographs, water bills or usage records, service plans, prior permits, and official notices without labeling buried material. Keep original photographs and label room, fixture, direction, date, and action taken. Do not recreate the symptom, open equipment, remove finishes, mix chemicals, or dismantle piping to improve the record.

Map the system boundary

4

Ask Stoughton and the plumber to identify the main, corporation connection, service, curb box, meter, building entry, main shutoff, and private branches. Ask the provider which components were observed, which remain concealed, and where municipal, appliance, building, or another trade responsibility begins. A proposal should not quietly absorb a system the plumber did not inspect.

Compare the visit

5

Clarify leak-location limits, municipal coordination, isolation, utility marking, excavation, temporary supply, repair, replacement, and restoration. Clarify whether the visit produces a diagnosis, test, temporary control, repair, replacement proposal, video, permit application, or outside referral. Put any charge, access, restoration, and report ownership in writing before authorizing an opening.

Compare the work scope

6

Compare service material and route only when verified, connection endpoints, trench or alternative access, bedding, entry seal, testing, flushing, and surface restoration. Identify materials, preparation, access, protection, testing, cleanup, exclusions, and the condition that would expand the work. A short service label is not enough to compare two different proposed boundaries.

Resolve unknowns

7

Unknown utilities, buried material, road or sidewalk, ledge, trees, easements, contaminated soil, or inaccessible entry can change the plan. Set the evidence, price method, approval limit, and safe pause for a changed condition. The decision maker should not receive an unlimited verbal request after piping, a wall, a floor, or equipment is already open.

Check license and permit

8

Stoughton Water publishes service and approved-contractor information; town Engineering and other departments may own separate street or excavation approvals. Ask for the exact contracting entity and applicable Massachusetts license holder, then verify the current state record. Confirm the permit and inspection path with Stoughton for the actual scope rather than relying on a logo or a general statement.

Coordinate handoffs

9

Town staff, approved contractors, plumber, excavator, utility locator, paving, landscaping, electrician, and insurer roles should be scheduled explicitly. Name the party, sequence, and point at which the plumber's work can be covered or returned to service. Preserve each trade or official finding under its own author so responsibility remains understandable.

Close the decision

10

Retain town approvals, service sketch, verified material, valve and meter locations, pressure or flow test, flushing record, inspections, restoration, and warranty terms. Reconcile the signed scope, approved changes, invoices, payment, test results, permit and inspection record when applicable, material identifiers, photographs, maintenance notes, and open items. Add the work to the property system map.

Decision note

11

A temporary supply, trenchless method, or partial repair deserves the same endpoint and responsibility detail as open excavation. Ask how the existing route is confirmed, what connection remains, how new material enters the building, and how abandoned piping is handled. Compare traffic, sidewalk, driveway, landscape, and indoor finish restoration by party. Town approval for one connection does not automatically close every private surface or plumbing item.

Describe the smallest true symptom

Have the property type, affected fixture or room, first discovery, current water status, and safe access facts ready. Ask the recipient to identify the company before sharing private records.

Stoughton Plumbing Decision Board is a plumbing information and referral publisher, not the plumbing contractor. A call may connect you with an independent provider or call service. Confirm the recipient, Stoughton coverage, service fit, license, insurance, availability, price, permit responsibility, and contract terms before authorizing work.
